The Supreme Council of Universities, in its regular meeting, held under the chairmanship of Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, on Saturday, in the presence of Dr. Mostafa Refaat, Secretary of the Supreme Council of Universities, and university presidents, approved the minutes of the Supreme Council for Education and Student Affairs meeting held on May 15 at Menoufia University under the chairmanship of Dr. Ahmed Al-Qassed, president of the university.

The council approved the rules for coordinating the admission of students who obtained the Egyptian General Secondary School Certificate and its equivalent (Arab and foreign certificates), technical certificates, and the Al-Azhar Secondary School Certificate for the year 2025, and those who applied for the 2025 coordination to enroll in public universities and institutes in the academic year 2025/2026, according to the same coordination rules in force last year.

The board approved the rules for preparing question banks for the arts and music education aptitude tests, which emphasized the importance of balance, selecting general topics drawn from daily life, and adapting these topics to the current time and modern developments.

This year, the exam guide for sports science faculties was also approved, which is divided into two tracks (physical track and skill track), to measure the student's sports abilities and achieve the standards required for admission to the faculty, while continuing to implement the electronic payment system that was introduced last year, which provides more than one mechanism for electronic payment.

The Council emphasized that the student must pass an internal test in the Faculties of Qualitative Education for the two divisions (Art Education and Music Education) after being nominated to the faculty through the Coordination Office. This decision is made considering the requirement of the two divisions of Art Education and Music Education that students enrolled in must possess an artistic sense. Suppose the student does not pass the internal test. In that case, he will be admitted to one of the faculty's other departments, as students are distributed to the faculty's departments and divisions by the faculty directly.

Dr. Adel Abdel Ghaffar, the official spokesperson for the Ministry of Higher Education and Scientific Research, said that the Council agreed that the numbers accepted in (faculties of technology and education - faculties of nursing - technological universities), according to a variable percentage according to the numbers of applicants from each segment of technical certificates, whether technical certificates (five-year system after the preparatory school) or the diploma of technical institutes (secondary school system + two years) or technical certificates of the three-year system, including graduates of applied technology schools, according to the absorptive capacity and what is decided by the Supreme Committee for coordination in this regard. The minimum admission threshold is determined according to the numbers to be accepted for each of these categories, since these faculties are mainly based on technical certificates and the low number of secondary school graduates, provided that the numbers accepted are according to a variable percentage according to the numbers of applicants from each category of technical certificates, whether technical certificates (five-year system after preparatory school), diploma of technical institutes (secondary school system + two years), or three-year technical certificates, including graduates of applied technology schools, and according to the absorptive capacity and the decision of the Higher Committee for coordination in this regard, and the minimum admission threshold shall be determined according to the numbers to be admitted for each of these segments''.

It was also approved to allow students graduating from the Ismailia Information Technology School, the I-TECH School, graduates of the Applied Technology Schools (IT, AI, software), and graduates of WE Applied Technology Schools with 75% or more of the total score of the diploma certificate, to take tests in the subjects (Math 1 - Math 2 - Physics - English Language) to join the Faculty of Computer and Artificial Intelligence, starting with the class of 2025, provided that they have an opportunity within two consecutive years counted from the year of obtaining the qualification.

The official spokesperson added that it was decided to exempt graduates of STEM schools from geographical distribution rules when nominating them to the university faculties through electronic coordination, to exempt them from tuition fees in general programs at public universities, except for the first semester. They continue to enjoy this privilege if they obtain at least a very good grade (or an equivalent general grade as decided by the University Council) at the end of each semester during the undergraduate stage. A fixed percentage of scholarships will be allocated to graduates of (STEM) schools in the special programs of the concerned faculties (medicine, pharmacy, dentistry, veterinary medicine, engineering, science, computer and information). The percentage will be determined according to the numbers nominated for each university. The number of scholarships allocated to this category shall not be less than 1 student in each of the faculties concerned and shall be determined after the first semester. They continue to enjoy this privilege if they obtain at least a very good grade (or equivalent GPA as decided by the University Council) at the end of each semester during the first university stage.

STEM students are still issued an official certificate from the coordination office with a coefficient of 1.25 to apply to private and national universities and scholarships, both inside and outside of Egypt.
